Coordination & Coupling Between Village-town Planning And Land Use Planning

Following the rapid urbanization process in China,the scarcity of land resource becomes more and more significant.The new construction land amount continuously breakthroughs the limit these years in China's cities,and the urban planning area sprawls to the suburb continuously,then the valuable land resource is being eroded seriously.In China,the incoordination problems in land planning indexes between city comprehensive planning and land use comprehensive planning were long standing,and it has not been solved well.Especially in the current situation,which is the urban land increment encounters the bottleneck and shifting to explore the stock quantity,the land for urbanization has pointed to the village-town land gradually,thus leading to the approximately same incoordination problems between village-town planning and land use planning("The two-planning" for short).Moreover,owing to it is worse than cities in laws and regulations construction,planning technical skill,policy implementation strength,etc."the two-planning"'s coordination will be more difficult in village-town areas.Therefore.finding out the method for "the two-planning" coordination, achieving the synergistic coupling for "the two-planning",those are our new tasks in today.It has great practical significance to the early realization of China's rural reform,good and fast development of economy and society,and building a socialist harmonious society under the guidance of the scientific development concept.In this paper,firstly the author put forward the necessity of this research according to the status of incoordination between "the two-planning".Based on the existing research results on this field at home and abroad,analyzed the external phenomenon and the internal reasons of the incoordination. Then,beginning from each system,studied the relevant factors and contradictions between "the two-planning".Thus,a systematic approach was conducted to the coordination.And the author further discussed the theoretical framework and methods mode of the coordination on the base of the empirical case study for the typical area.Finally,the suggestions on the coordinated development of "the two-planning" were proposed.
