Study On Village Land Use Planning

With the development of rural economy and society,especially the deepening of the reform of rural land system,the refined management of rural land use becomes more and more urgent.In order to meet the needs of rural land use and management under the new situation,to push forward the structural reform of the agricultural supply side,to promote the construction of a new socialist countryside,and to help implement the strategy of rural revitalization,through combing the present situation and existing problems of land use in Village No.12 of Xinghe County,Inner Mongolia,using the method of literature research and field interview and GIS spatial statistics,this paper systematically analyzes the land demand for agricultural production,village construction,industrial development,public service and ecological protection in the village.With above programming index as constraint conditions,under the public participation,the functional zoning and regulation zoning of the village land are reasonably divided,and the contents and management measures of the village land use planning are scientifically determined according to the local conditions,which lays a foundation for the planning and implementation of rural land remediation and improvement of land use level,and provides certain experience and reference basis for the formulation of village land use planning applicable to this region and other similar areas.Specific research conclusions are as follows:1.Through the analysis of the natural conditions,current characteristics of land use and existing problems of No.12 village,the spatial layout of land use of No.12 village was optimized according to the industrial development goals.(1)The distribution of cultivated land was adjusted reasonably,and the distribution of cultivated land was further optimized by analyzing the topographical and geomorphological conditions and soil conditions of Village No.12,and combining with the distribution of land fertility grade of local cultivated land.(2)Village construction land allocation was optimized.Through the optimization methods of retaining control,centralized integration,and local reconstruction,the natural villages of Xiyao Village,No.2 Village,No.4Village,Village 17,Village 24 and Village 22 have been optimized and integrated to further intensively economize the construction land,improve the land use rate,and idle construction land for land renovation.(3)Coordinated development of land use and ecological construction was carried out.Through the land consolidation of No.12 village,the scattered farmland in the South and north of the village was converted to forestry,which improved the land use rate and strengthened the ecological construction of the village.(4)The layout of industrial land was optimized.Based on the economic development status and industrial development goals of No.12 village,the whole area of No.12 village was divided into four industrial development areas,including organic vegetable growing area,grain production growing area,economic forest and grass development area,and animal husbandry and breeding industry area.2.According to the natural environment conditions and local cultivated land quality level,the land use structure has been adjusted.After adjustment,the woodland area increased to 493.11hm~2,the grassland area increased to101.72hm~2,the cultivated land area was adjusted to 636.83hm~2,the other agricultural land area was adjusted to 17.01hm~2,the agricultural land area was adjusted to 1248.67hm~2,and the construction land area of No.12 village was adjusted to 44.88hm~2.3.The village land use planning implementation measures were put forward as follows:to strengthen the construction of village land use planning law,to speed up the village land use planning legislation,to perfect the supervision of examination and approval of village land use planning;to establish and improve the planning and implementation of interest adjustment mechanism,to implement the responsibility system for farmland protection and economical and intensive use of land,and to improve the economical and intensive land use of economic incentive mechanism;to improve the village land use planning management,to strengthen organization and leadership,to promote cooperation and communication,to conduct regular performance appraisal,to strengthen the dynamic supervision;to strengthen the social supervision of village land use planning,implementation of public participation in planning,to carry out the planning implementation evaluation.
