Study On The Coordination Urban Comprehensive Planning And Comprehensive Land Use Planning

Urban comprehensive planning and comprehensive land use planning (two planing for short)is the two legal planning enacted on the land spatial in our country, which is the guideline of urban plan management and land use management. In the recent years, land transgressing, control over the purposes of land use executing frailly, cropland decreasing rapidly, land market of urban-town confusing, development zone establishing country-widely, expansion of urban-town construction land breaching planing frequently, the planing re-editing frequently etc, weaken the legal status of the "two planing", expose the antinomy between the two planing. In addition, China's economic restructuring, the basic contradiction relation between population problems, resource problems, environment problems and development problems (PRED for short) exposing, economic globalization, the unbalanced regional development increasing, etc require us to seek planning measures facing those problems. The "two planing" must be reformed on the idea of planning, the making of planing and the implementation of planing.In the paper, the author establish the evaluation system between the "two planing" based on the reintegrating and perfecting of the spatial planning system in our country and the reforming requirement to the sub-planning of spatial planing—the "two planing" from the change of precondition of the making of planning, through which to indicate the complicated contradictive relation between the " two planning ", to quantificationally appraise the present maturity degree and to guide the developing direction to the " two planning ". the author try to find out the two planning's reform direction and emphases in aftertime though out putting the evaluation system between the "two planing" into the sample city regional practice. In the end of this paper, the division and the collaboration mechanisms of the "two planing" have been discussed under the future perfect spatial planning system, also the division and the collaboration two strategies of the "two planing" based on current situation development of planning and the future perfect spatial planning system have been pointed out.
