Enterprises are the core of building innovation-oriented country and innovative enterprises are indispensable for development of industries. It is important for enterprises' development to establish modern competitive salary system to play its incentive function and improve the creativity of innovative talents.The structural defects of numerous job grades, strong grade concept and out-of-touch performance between personal and enterprise in traditional salary structure make the incentive function lose. Broadband pay consolidates job grades and narrow ranges into small number and little overlap wider ranges and it expands salary ranges in one job cluster. Broadband pay destroys job grades and strengthening and it focuses on individual difference and improvement of performance which leads the talents to improve skills and abilities.Based on post-analysis and job evaluation, the innovative enterprises adopt the means of job classification, job-levels design and then determining the value coefficient of jobs to design broadband pay structure. Through salary survey in the industry of innovative enterprises, the innovative enterprises should adopt leading strategy to determine the pay range of every job level so that it can stimulate talents to further efforts and improve the enterprises' market competition.To ensure pay fairy to innovative talents in large level of salary range, innovative enterprises should establish effective performance management system when the enterprises implement broadband pay. Fuzzy comprehensive evaluation applied in the result of performance appraisal provides the enterprises a quantitative method for performance appraisal.In order to prove the applicability and incentive function of broadband pay, this paper introduce an example of structure design and implementation of broadband pay in Company A and use fuzzy comprehensive evaluation to evaluate the result of its performance appraisal. Compare with traditional salary structure, the result of applying broadband pay in Company A shows that it can improve innovative talents' enthusiasm. At the same time, broadband pay is favor for choosing, training, employing and retaining innovative talents. Moreover, broadband pay can improve innovative enterprises' core competitiveness and play an active role for socialist economic development and building harmonious society.
