Nowadays, project bidding is recognized as a primary practice in equipment procurement in power industry. Bidding evaluation decision is the key part in a bidding process, and a scientific bidding evaluation directly contributes to a successful bidding. This paper establishes a set of index system suitable for equipment procurement for construction in power plant.After analysis of the existing bidding method and the mode, this paper has established an for construction in power plant purchase bidding model, based on the improved multi-level fuzzy quality synthetic evaluation. We have determined each target's weight with the analytic hierarchy process, screened and revised the community expert's appraisal weight using the cluster analysis principle, improved the analytic hierarchy process, calculated the probability which the evaluation of tenders result appears through the analysis energy extension projects equipment purchase tender evaluation of tenders influencing factor, thus chosen the appropriate bid business. The model's validity has been confirmed by the empirical bidding evaluation of Hulunbuir energy expansion projects' equipment purchase.
