With the rapid growth of our national economy,the consumption and demand of electricity is also increasing,in order to support the development of the national economy,guarantee the needs of people's daily life,the mission of electric power construction is urgent and arduous,every year there are a large number of power plant projects in construction,in which the majority with coal-fired power plant project,according to the statistics,from 2016 to 2018,our country will build 592 thermal power plant projects.With the long period of construction and a huge amount of investment in thermal power plant project,project financing mode compared to the traditional mode of financing is an effective way of financing,in the process of project financing,it will suffer from the influence of politics,environment,market,finance and other various risk factors,therefore,identification and evaluation of project financing risk is particularly important.Shenzhen B power plant as an example,this paper analyzes the risk factors that the power plant will face at all stages of financing,establishes financing risk evaluation index system,uses entropy method to determine the weights of various risk indicators,and combines with the fuzzy comprehensive evaluation model,to evaluate Shenzhen B fire power plant project financing risk,and according to the evaluation results to take measures to deal with all kinds of risks.The risk index of Shenzhen B power plant project financing is between low risk and generally low risk,the risk level is on the low side overall.It indicate that the financing structure of the project is reasonable,it really reduces the risks effectively through a series of such as government supporting,ensuring the supply of raw materials,ensuring the project product sales,sharing the interest rate risk,providing the performance guarantees by the banks and other measures.Financing project of Shenzhen B power plant is a typical cases of project financing,the risk faced by the project financing,although it has its own characteristics,but also has the commonness of most project financing risk.To analyze and evaluate the risk of the project financing,and list some measures to deal with risks is good for others of the same or similar projects.
