| Over the last 20 years global community awareness in matters affecting public and occupationalhealth and safety and the environment has significantly increased. It is very important for the Chineseenterprise to set up a complete work safety system. This system should include legal system building,technical guarantee, information guarantee, education and training, emergency rescue and enterprisemanagement. OSHMS is the very important part of it. Approach was world wide recognizedparticularly through the success of ISO9000 and ISO14000.With China joiningWTO, we should keepin line with the international occupational safety and healthmanagement.Firstly, based on the author's full understanding of the domestic and foreign OSHMS,thesispointed out the function of OSHMS in work safety, the issue in OSHMS application in china and thenecessity and feasibility of the application of OSHMS in XX district. After that, thesis simplyexplained the basic concept, running style and characteristics of OSHMS. Besides according to thecharacteristics of chemical industry work safety system, thesis put forward the basic framework ofOSHMS plan, mainmethod of risk assessment were summed up for key step of OSHMS. Researchedtwo method in details: SCL and Fault Tree Analysis(FTA).At last taking XX Chemical Plant as anexample, thesis introduced their whole procedure including first trial, every system essential factors,first draft of OSH manual and program file. The author, thoroughly discusses on all aspects of how toconstruct OSHMS, and provides a set of regular OSHMS application schedule with popular advisorysense to all chemical Enterprises.
