Based on the development of Electrical Safety Risk Management and ControlSystem,we do an analysis of the importance of the scheme of power cut overhaulingin the electric power system. Grid risks, equipment risks, user risks, personnel risksand environmental risks have an impact on the security of the plan of power cutoverhauling. This paper Classifies the risk level for these risks, and gives thestandard of classification, and then creates a security risk assessment hierarchicalmodel for the plan of power cut overhauling.According to the characteristics of the hierarchical model, we study thetheories of AHP and D-S. In this paper,we propose a risk evaluation method basedon AHP and D-S, which improves the D-S synthesis rule with making the result ofAHP analysis as the heavy weight of each risk indicators. Then we give a synthesisof various risk factors of risk with the new risk assessment method. Related data iscalculated through the use of a plan of power cut overhauling, provided byElectrical Safety Risk Management and Control System, and give a result of the riskassessment. It can verify the validity of the new method, which can effectivelyimprove the accuracy of the risk assessment and reduction of uncertainty of the riskassessment.
