Entering the 21st century, the globalization of R&D by TNCs has been sweeping the entire world. The ability of independent innovation of enterprises affects the decision of the enterprises core competitiveness directly .With China's reforming and opening up in the past several decades, particularly in the implementation of the "going out" strategy, more and more Chinese enterprises have gone abroad, joined the international division, participated in international competition. However, as comparing with foreign enterprises, Chinese enterprises started lately, and the traditional strengths of the project has been in production for a long time extensive, in the situation of simple processing, science and technology content is not high, not obvious characteristics in the international market in a fierce competition disadvantage. To enable Chinese enterprises rapidly in a short time to seize the international market, and enhancing our quality products in the international market and the competitiveness of Chinese enterprises in the international process should be the early stages of an export oriented trade strategies, the first implementation of R&D strategy, that the first target market in the R&D institutions set up in light of the different needs of the market, improve, and I improved products, and enhance the added value of Chinese export products, outstanding characteristics, making it marketable, in order to promote our products and effective sales and the expansion of the size of the market for the "going out" strategy lay the foundation for the further implementation.Firstly, this paper on the "going out" strategy and R&D strategy to be elaborated and briefly referred to in the text of "Chinese enterprises" made a defined, and the "going out" strategy related to a simple theory outlined.Researching in R&D positioning strategy in the "Going Out" strategy of Chinese enterprises, we first reviewed the internationalization of the foreign enterprises and the general path of reform and opening up after Chinese enterprises "going out" the general process, and the two were compared, in the conclusions: Chinese enterprises can take a different way to go out of the country to the foreign enterprises. Secondly, the existing "going out" model of a comparative analysis of proposed and analysis of Chinese multinational enterprises operating in the early stages of the strategy to adopt export trade, and export strategy mode to be R&D strategy, established in the target markets of R&D institutions firstly , the different needs of the market situation, destination improve product quality, outstanding products, and products to Chinese enterprises in the face of fierce international competition, effectively the international market.Finally, to Chinese enterprises in "going out" process of first R&D strategy implementation, we have two levels of the government and enterprises have been suggested. Government should simplify the examination and approval of the relevant procedures, provide effective policy support and encourage enterprises of independent innovation; enterprises should have a clear positioning, and the target market to full investigation and study and do a good job on the R&D personnel work incentive.
