Since the sixties of the twentieth century, with the rapid development of industrial economy, human economic society has made remarkable progress. But in the meantime, the ecological environment has been severely damaged. The ecological crisis is becoming a global problem. On the other hand, economic globalization and regional economic integration aggravate international ecological crisis, although they flourish and promote the global economy. The stability of ecosystems is the basis for the economic development. And because integrity is one of the characteristics of ecosystems, it is inefficient for one country to protect the ecosystem just by itself. As the global ecological crisis is worsening day by day, international ecological cooperation is imperative.In this paper, the concept of International eco-economic integration is put forward for the first time, under the guidance of some relevant theories. And varied research methods are used to study its theory and practice, such as Qualitative Analysis and Quantitative Analysis, Static Analysis and Dynamic Analysis, Normative Analysis, multi-disciplinary cross-reference and so on.International eco-economic integration is a process that two or more eco-economic systems (nations or regions) maintain the stability of regional ecosystem together while strengthening economic cooperation constantly to promote regional economic welfare, following the natural and economic laws, in order to build an efficient and harmonious large eco-economic system in the international region and to achieve sustainable development of regional economic. Comparing with regional economic integration, international eco-economic integration expands the scope of international cooperation from economic field to eco-economic field, and also develops the narrow meaning of welfare (economic welfare) which is pursued by regional economic integration to the generalized well-being. As a new way of international cooperation, international eco-economic integration has a variety of effects in promoting the overall development of the international region, such as the system effect, the basis effect and the effect for sustainable development. There are China, Japan and South Korea which are the most economically active Asian countries in the Pan-Yellow Sea Area. At present, the economic output of China-Japan-Korea is about one-fifth of global GDP. They gradually become the world's third largest economic power and the new engine for driving world economic growth. Whether the Pan-Yellow Sea Area could achieve sustainable economic development or not, not only related to the interests of this region and countries in this region, but also related to long-term development of the world economy.Pan-Yellow Sea eco-economic integration is a kind of practice of international eco-economic integration. It is an eco-regional economic integration way for this region which stands for the transnational cooperation both in the ecological field and the economic filed. Specifically, based on the Pan-Yellow Sea large marine ecosystem, Pan-Yellow Sea eco-economic integration has China, Japan and South Korea as the main participants, and it also includes rich connotation, such as large marine ecosystem coordinated protection, promoting free trade and eco-environment coordinated development,?construction of eco-logistics network and so on. Promoting Pan-Yellow Sea eco-economic integration is conducive to achieving regional economic sustainable development, the promotion of regional welfare, and also conducive to achieving mutually win-win benefits through the joint efforts of China, Japan and South Korea.However, Pan-Yellow Sea eco-economic integration involves several countries and multiple levels'cooperation. In addition, there are still so many differences and frictions of economy and politics between China, Japan and South Korea that it is very hard to carry out the cooperation consummately at one time. Using the experience both in sub-region economic cooperation and in China's"special zone"construction, Pan-Yellow Sea eco-economic integration can be carried in the sub-region first. That is the method of structure China-Japan-Korea sub-region eco-economic testing area, which can be much easier, comparing with promoting Pan-Yellow Sea eco-economic integration in the large region. What's more, as the further development of the testing area, it can promote Pan-Yellow Sea eco-economic integration gradually through pre-emptive effect, demonstration effect, as well as radiation effect.Shandong Peninsula has unique advantages to participate in China-Japan-Korea sub-region eco-economic testing area. In terms of Shandong, taking part in the China-Japan-Korea sub-region eco-economic testing area actively can help to building an innovative and open economic system which accord with the international ecological norms, and also can help to achieving the dominant position for its strategic development. So Shandong Peninsula should take advantage of this favorable opportunity and advocate the creation of China-Japan-Korea sub-region eco-economic testing area, which could be incorporated into the national strategies, so as to achieve the strategic advance of Shandong's economy and society.
