The Research Of Landless Farmer Social Security Problems In Our Country

In recent years, along with the social development, and the accelerating of the urbanization and industrialization rate, the need for farmland has been heavily increased in our country, and the scale and scope of land acquisition have an enlargement trend. All these have caused landless farmer to increase rapidly, and become a new social group. Meanwhile, because some problems such as the lag of land acquisition revolution, the lowness of land acquisition compensation fee, the lack of basic old-age insurance system, the narrowness of landless farmer arrangement paths, the imperfection of employment security system, the shortcomings of on-job injury insurance system, the lowness of social assistance level, the lack of basic social security of the landless farmers and so on can't be effectively solved, a lot of landless farmers become"three-no"(no farmland, no employment, no social security) disadvantaged group. Now the CPC and the country government have paid high attention to this new disadvantaged group, and how to solve this problem has become the research hotspot of domestic academia and work emphasis of relevant de fact social work department.In the large context of socialist harmonious society and new countryside construction, much theory and practical significance has been attached to the research and resolve of this disadvantaged group's problem. A brief review of the approaches and methods of solving the landless farmers'problem in the urbanization and industrialization process around the world, and according our country's economic development level and the de fact of the landless farmers themselves, constructing a social security system which is set between the city level and rural level to solve their basic living, aging, medical problems may be a good idea in advancing our country's urbanization and industrialization, and constructing socialist harmonious society process.First, this paper reviews some articles about the status quo of the landless farmer problem in and out of our country, sets out the research context, research purpose and meaning, circumscribes some key definitions such as landless farmer, social security and social insurance, and defines the scope of its following research; secondly, it analyzes the imperfection and shortcomings of the social security of our country's landless farmers from five aspects such as land acquisition and redemption system, basic old-age insurance system, employment security system and so on; then , through analyzing the basic countermeasure and methods of some other country in arrangement of landless farmers, it mirrors and summarizes the experiences of other countries in constructing landless farmers'social security system; finally, according the landless farmers'social security problems in our country and international experiences, it provides some feasible countermeasures in constructing and perfecting landless farmer's social security system.
