The Study On Problems And Countermeasures Concerning Pension For Landless Farmers In Shijiazhuang City

Land has been the living basic of human beings since ancient times. With the developingof modern industrial civilization, the Market Economy of China is rapidly being improved,where urban area is enlarging, the pace of urbanization is fast and, as a result, more and moreland has been expropriated. Therefore, in the process of urbanization, landless farmers appearin the society as a new group. The existence of landless farmers is inevitable through ofon-going of history, and we can not deny the role of them. On the contrary, we should figureout the countermeasures of how to ensure the living and developing right of landless farmerswhose quantity is continuingly increasing. In China, the two-factor economic system and theshortcomings of social security system deeply influence the life and sustainable developmentof landless farmers. CPC Central Committee and State Council attach great importance to thesocial security of landless farmers, putting forward a series of policies on perfecting the socialsecurity system of landless farmers since2004. Based on the countryside social securityreport,29provinces, autonomous regions, municipalities, prefectures (cities) and countieshave put forward policies on social security of farmers without land until Sep,2009, and morethan1,300landless farmers have come under the coverage of pension or basic living securitysystem. However, there are many barriers in the process of implementing landless farmers’social security methods, which block the perfecting of social security system, overlooking alot of landless farmers. And they are facing fierce living, old-age and medical treatmentproblems.This essay is mainly about the present condition of landless farmers’ pension policy inShijiazhuang city, presenting countermeasures and advice on the implementation of pensionfor farmers without land. The first part is about the distinction of notions related to land-lostfarmers, presenting basic theories of land-lost farmers’ pension system which are mainlyabout public product theory and fairness and efficiency theory. Then, this article elaboratesthe necessity and feasibility of establishing a pension system for land-lost farmers inShijiazhuang city. Farmers lose land that they are living by and considering the coordinationof rural and urban, we have to know that construct a pension system for land-lost farmers toensure their future life is very necessary. Furthermore, farmers’ desire of identity conversionand strong financial power enhance the feasibility of this project. On this basis, the authorelaborates the present condition of land-lost farmers and the construction of land-lost farmers’ endowment insurance system in Shijiazhuang city, indicating that landless farmers are in alow living standard, facing difficulties from life and employment. Then, the following part isabout problems that we may come across in the process of implementing pension system forlandless farmers. And mainly, there are four aspects, lacking of fund; the paying percentage offarmers is too high; the government as well as landless farmers do not attach reasonableimportance to this issue; the shortcomings of system construction. At last, the article putsforward some advices on the perfecting of land-lost farmers’ pension system. Firstly, weshould consider this issue on a systematic level, connecting with current system, efficiencyand law. Secondly, some specific policies should be proposed to perfect the endowmentpension system for land-lost peasants in Shijiazhuang city, like distinguishing beneficiariesrationally and improving financing mode etc. Last, we also have to perfect other relatingmeasures to make up the shortcomings of landless farmers’ pension system, such asperfecting land expropriation compensation policy, actively bringing employment opportunityto landless farmers, etc.
