Problems And Countermeasures In The Implementation Of Social Security Policy For Land Expropriated Farmers In X Town Of J City

Since the reform and open policy,China's economy has taken off.In order to adapt the modernized development step,advances the countryside urbanization construction advancement,the government expropriates a large number of collective land from the countryside to expand the capacity of the city,which leads to a large number of farmers losing the land resources they depend on for survival.Along with economic society high speed development,land collection scale also in daily expansion.At the same time on the requisition of farmers' social security work,the problems are also increasing.These problems are easy to lead to the increase of social unrest and social contradictions.How to give full play to the functions of the government and effectively protect the legitimate rights and interests of the farmers who have been expropriated has become a major problem that party committees and governments at all levels urgently need to solve,and has also become the focus of social attention and academic research.This paper mainly makes an in-depth analysis of the current situation,existing problems and reasons of the implementation of the social security policy for landless peasants in X Town of J City.Based on the theory of compensation for land acquisition,the theory of value of public policy and the function theory of service-oriented government,this paper combs the relevant literature at home and abroad,defines the concept of the farmers,social security and the social security of the farmers,and analyzes the necessity of the construction of the social security system of the farmers.The social security policy and its implementation of the expropriated farmers in X town of J City are selected as the actual research object,and through consulting the literature,we know the research situation and experience and lessons of the social security policy of landless peasants at home and abroad.Through the combination of questionnaire survey to landless peasants in different periods and interviews with relevant functional departments,managers and landless peasants,we know the current situation and satisfaction of the implementation of the social security policy of landless peasants in X Town of J City.From the perspective of public policy value theory and government function theory,we analyze the problems and reasons existing in the implementation of the social security policy of landless peasants.Through research,it is found that the living standard of the landless peasants in X Town of J City has improved after land requisition.However,a series of problems still exist in the current policy implementation process,such as insufficient compensation for land requisition,low level of old-age security,narrow coverage of medical security,and high employment pressure,due to insufficient compensation policy for land requisition,insufficient self-sufficiency of landless peasants,insufficient policy convergence and insufficient exertion of government functions.Combined with the economic level and actual n eeds of X Town of J City,This paper puts forward a series of perfect countermeasures,such as establishin g a diversifi ed social security system for landless peasants,perfecting supporting measures and raising security funds,in order to further improve the security level of landless peasants in X Town.
