Fishery has been paid more attention to in our country since the policy of reformation and opening. The value in fishery plays a more and more important role in agriculture in our China. And the status of fishery is also rising in the world. But all kinds of problems, such as the decline of fishery resources and the deterioration of fishery environment, also have to be worked out. According to the fishery research in inland lakes and offshore, the toughest problems are over-exploration in fishery and environmental pollution in aquaculture and so on. They severely influence the development of our fishery. To deal with them, our government makes a series of measures and regulations, for instance, fishery seasons and areas, fishery quota, suspending the fishing vessels which have no licenses, and so on. However, they are just partial solutions. Though during the process of carrying the regulations a lot of things, like human beings, money and some other things, are required. So, to solve these problems basically, some reform and innovation need to be held in our fishery management system.For the above reasons, this paper firstly introduces some theories about the methods of management in fishery and then makes a comparison between them by the effect and cost. This part indicates that the property right system leads by the management based on the markets has a high efficiency, the cost of management can be saved by the mutual methods, and the procedure is easy in the management which is led by the government. But no single method can solve all the problems. So during management , we should consider all the ways which are available. In the third part, some successful experiences in the other countries can be presented, including Netherlands, Japan and New Zealand. This part is mainly focused on mutual management methods which are based on property right in New Zealand , analyze the reasons why they come into being , the characteristic of management and group of stakeholder. The fourth part states the present fishery status in our country, that is mainly about the status of fishery resources, fishers , fishery management and the necessity and feasibility of mutual management based on the property right. Finally, according to the analysis of theories and practical research, some suggestions about how to practice the mutual managing methods which are based on the property right in our China are given, that include the organization of stakeholder, the distribution of rights and it's process.The progress of dissertation is along with putting forward problems—analyzing problems—solving problems to discuss. It analyzes the problem of management and finds the solution. The aim of the study is to make people systematically learn the co-management institutions based on property rights and recognize that it is an ideal way to resolve problems of China's fisheries management. The methods of study include the combination of demonstration and criterion method, the union of logicism and historicism method and the link of static analysis and dynamic analysis method. The dissertation integrates the theory and practice during discussing and unifies the theory and practice.
