The Study On Establishment Of Rural Social Security System Of China Upon The Perspective Of Trial Execution Of Rural Cooperative Medical System In Jiutai City

In modern society, social security system protects citizen's rights as well as other human rights. It benefits all human-beings, stabilizes society and promotes economy development. Therefore, in the current society, setting up well established social security system covering urban and rural people, is not only the reflection of living rights and other human rights of citizens, but the necessity to stabilize the society and promote economic development. However up to now, social security system established only covers urban people. Rural people who constitute 70% of all are not able to benefits from the system. In current system, being treated differently by urban people and rural people has been for many years. With national wide trial execution of rural cooperative medical system, the issue of modifying society security system countryside is on the table.This article put forward tentative suggestion on establishment of social security system by empirical analysis of the rural cooperative medical system of Jiu Tai county. Literally it is divided into five parts.The first part introduces the background, the purpose and meaning of the topic, the methods and framework of article.The second part discusses the definition of the rural social security system and the evolution history of it.The third part evaluates the details of construction and innovation of social security system. It begins with the necessity of constructing rural social security system, and then followed by analysis of restricting factor in the construction.The fourth part points out the main issues in the construction of the rural social security system. It begins with the introduction of achievement and experience of social security system, then describe the issue exists in the current framework, concludes with the measures need to take to update the social security system.The fifth part raises the opinion of setting up rural social security system in public finance framework. Firstly, presents the way we need to take in setting up rural social security system. It presents the basic principles of utilizing public finance in the construction of rural social security system, and then describe the framework of rural social security system by public finance.
