Fujian Province has a shortage in conventional energy, such as coal, oil and natural gas, while the wind resources rank first in the country. The development and utilization of wind energy started in Fujian Province early, many wind farms had been put into operation since eighties of the last century. However, the wind power development in Fujian Province has slowed down the pace in the past few years. As of 2008, there are only seven wind power plants in Fujian Province, the total installed capacity is 230,000 kilowatts, accounting for only 2% of the national and ranking 12th in the provincial and district board in china. The main purpose of this paper is to find out what's the real problem in the development of wind power in Fujian province and how to solve it. At the beginning of this paper, the author analyzes the current situation and tries to makeout the wrong direction of the development of wind power in Fujian province. Then the analysis comes to the current business environment of wind power, by taking into account the platform environment, the customer environment and the roof environment, the author point out the real problem existing in the development of wind power. Finally, the author uses professor Weng's business model innovation theory to analyze the new business model of wind power, and gets a final conclusion: the development of wind power in Fujian province should take " integrate different kinds of resources, to provide stable and reliable, price-reasonable green power" as the value proposition, support the value with "tap the potential customers, enhance the management capacity, establish the technology strategic alliances", and look for more value maintenance (such as market research, education and training, industry alliances, solving the employment, etc.) in the core interface and associated interface. Meanwhile the author believes that a "sharing of value" (sharing the interest and assuming the responsibility in the industry) is necessary to keep the development of wind power better and faster.
