Since China's reform and opening-up policy, faced with the change of external and domestic environment and China's regional economic development conditions, the government proposed those practical development strategies gradually, such as "Prioritizing the development of the Southeastern coastal areas", "the Western development drive", and "Rejuvenating the Northeast old industrial base". However, during the many unbalanced rounds of developing strategies, six central provinces, namely Henan, Anhui, Shanxi, Hubei, Hunan, and Jiangxi, always being in the marginal zones of those developing strategies, develop very slowly economically. Their GDP proportion in the nation has been decreasing gradually, forming a comparatively obvious "middle dent". Under these circumstances, the central government proposed the development strategy of promoting the rise of Middle China in 2004.With the implementation of that strategy and the macro-background of the Yangtze River Delta expanding from "15+l"to two provinces - Jiangsu and Zhejiang and Shanghai, in order to echo with the strategy, recently, Anhui Provincial government and the CPC Committee deployed a significant step of accelerating "construction leading by riverbank cities in Anhui Province" after careful analysis of various external and internal environment and conditions for speeding up development. The purpose is to accelerate the building of highland for self-development to actively receive radiation from the Yangtze River Delta. As the leading goat for those cities, in order to seize the opportunity, Wuhu has also formed plans for launching and accelerating the building of the new area in the east of the city.The author maintains that if Wuhu were to become the regional center connecting central China and the Yangtze River Delta and an important growth point, the key is to build the new area at the east. According to the history of city construction and development in China and foreign countries, in the phase of high-speed development of cities, rapid urbanization would inflict the deterioration of various social problems on top of bringing huge economic benefits. The existing city structure and scale has become serous restraints in the process of urbanization. Many cities tend to adopt the construction model of "developing new area" to transfer industries and population to the out ring and expand the original city spatial scale.In developing new area, abundant natural resources, advantageous geological conditions, and excellent cultural environment could be put into good use. However, as the fundamental drive for a city's development, selecting core industries are crucial. This paper first analyzed the developing conditions for core industries in the new east area of Wuhu in the respects of geological advantages, resources, social, economic development bases, and current industries; forming further realization of the economic development of Wuhu by employing SWOT methods; then, by applying the approach of regional comparison and urban development phase analysis, clarifying the status of Wuhu as a key city in the region and the core industry in the new area should be tertiary and service industry, enabling it to develop rapidly, steadily, and sustainably and promote the urbanization level of the city to play a better role as a key city in the region. Hopefully, the paper may exert some referential significance towards the development of new areas of the key cities in Middle China.
