ICT industry, which is an integration of the information industry and the telecommuncations industry, is an important part of the high-tech industry. With the development of science and technology, the ICT industry is becoming the main driver of the national economic growth. From the development experience of the international ICT industry, most ICT industry are dependent on the concentration in some areas to develop and prosper, and they are colse to research institutions, tend to locate in areas with good facilities such as infrustructure, information network and talent pool, and also tend to locate in regions which have preferential regional policiesand favorable financing environment.This paper describes the regional distribuation of R&D centers of foreign ICT industry in China, and find out that those R&D centers are located in three main areas: the Beijing-centered Bohai region, the Yangtze River Delta with Shanghai as the center and the Pearl River Delta with Shenzhen as the center. And at the main time, this paper find that R&D centers in these three regions also showed centain spatial distribution differences.This paper is divided into 6 chapters. Chapter 1 describes the background of the subject, and proposes the definition of the ICT industry, it also introduces the domestic and foreign research statuses.In Chapter 2 ,the related theories and laws are introduced, including Henry Moore's Law and the rules, the ICT investment theory, the technology long-wave theory and the IT economics.In the third Chapter,the international background of the foreign ICT industries' investment in China and the development of Chinese ICT industry are analyzed. The present situation and the development trend of foreign ICT industry's R&D centers are analyzed in Chapter 4, and it also summed up the locational characteristics of the foreign ICT industry R&D centers, and described its spatial distributions in three main regions: the Bo Hai Costal region, the Yangtze River Delta and the Pearl River Delta.Chapter 5 analyzed the regional difference of foreign ICT industry R&D centers in the three main regions from three aspects: the source of the investment, the types of R&D centers and the function differences of R&D centers. A quantitative analysis is conducted to explain the distribution differences of R&D centers in these three regions, and a mathematical model is obtained. Chapter is the concluding part of the paper, it is composed of some conclusions drawn from the research and some further thought about this topic.
