The Rural Surplus Labor Transfer Between The Industrialization And Urbanization Interactive Development

This is an very important power to promote the social economic between theindustrialization and urbanization interactive development. And it’s also an importantand necessary history of every country. Under the market rules,the rural surplus laborwill transfer to cities and non-agricultural industries.This is in line with the general lawsof the industrialization and urbanization interavtive development,and can also promotethe interactive development.From the establishment of New China,the industrialization and urbanizationinteractive development of Shaanxi Province has experienced five different phases,andthe rural surplus labor transfer also present five different course,that is:the rural surpluslabor transferred in a normal phase(1949～1957),the transfer of rural surplus laborwere hindered(1958～1966),the transfer of rural surplus labor was motionless(1967～1978),the rural surplus labor transfer at a high speed(1979～1993) and the rural surpluslabor transfer in a full time(1994～present).This paper analized the characteristics ofeach phase between the labor transfer and think there are mainly five reasons: the errornational economic development strategy, irrational industrial structure andlayout,urbanization growth slow,the township enterprises growth slow, low quality ofthe labor.The problem that occurred in the industrialization and urbanization interactivedevelopment of Shaanxi Province makes it’s more harder for the rural surplus laborersto transfer,not just made a negative effect to the rural economic development of ShaanxiProvince,but also made a bad influence to the industrialization and urbanizationinteractive development and then affect the social harmony. Therefore to strengthen thetransfer of rural surplus labors in the industrialization and urbanization interactivedevelopment of Shaanxi Province,has a very important economic,social and strategicsignificance.So this paper believe that,in the future we should accelerate the transfer progressbetween the industrialization and urbanization interactive development of ShaanxiProvince by five measures,such as:formulate scientific and rational policy,make theindustrial develop fast,accelerate the modernization progress of the citydevelopment,accelerate the industrialization of agriculture, accelerate the progress oftownship companies. This countermeasures and suggestions will promote the progress of rural surpluslabor transfer in the industrialization and urbanization interactive development,and willhave some guidance and significance to Shaanxi Province.
