In the knowledge economic times, human resource is regarded as one of the strategy advantage. How do attract, retain the talent, encourage the talent to develop the core advantage? How do reasonably utilize and effectively develop the employee's competency, the core competitive and the source of competitive advantage, that will be the strategic competitive element of company? In according with the demand of the core capability of organization, decide the core special skill and technical ability that the employee should have, decide the focus of human resource development (HRD).This thesis base on the theory and practice, combine the qualitative and quantitative, pay attention to effectively apply demonstration method, and integrate the syllogistic and inductive logical analysis. Analyze the problem how apply the employee competency theory in the HRD in the company. Do my best to strike out the HRD model for the store manager in the J company, that be in the developing stage, devote to improve the efficiency and beneficial of HRD. At the same time, implement the company's strategy, strengthen the core value, stimulate to establish and retain the key success factor of company, focus on the development in the future and the potential value of the employee.In brief, the HRD model based on competency, support the company's strategy, encourage the employee to improve the skill and competency. And pay attention to the approaching development and continuously producing value of the employee and the organization, found the organization culture, that focus on equality, team work, sharing knowledge, oriented the performance and capability. Make the company to keep the agility of organizational structure, and the ability that effectively adjust to the outside environment. So strengthen the core competitive advantage of company, effectively improve the performance of organization. Build the strategic, mutual beneficial relations between the long term success of organization and employee's competency, the career demand and the interest.Firstly, introduce the study background and object, reviews domestic and external research on the competency and HRD. Base on J company's strategy, build the HRD model. And put forward the relevant implementation plan on training development, development asscessment, performance improvement and career development for store manger of J company.
