In order to meet the requirements of the modern society, Japan adopted the "Nursing Insurance Act" in December 1997, and carried it out in Apr.1st 2000.It was the second country which established the elderly care insurance system after Germany. The elderly care insurance system is a new kind social security system which indicates the old-age security system in Japan has become more and more comprehensive.In 2000, China has formally entered into the aging country. On the one hand, the number of old people increase rapidly, they have no enough money to afford their pension; on the other hand, because of the improvement of medical science and technology, the average of people's life have extended more and more. Meanwhile, family structure in China has become smaller accompanied by the declining fertility rate. Such as structure of "421" "422" has appeared, so a large number of elderly persons lack of appropriate care. This phenomenon has become a serious social problem; it may cause not only the family crisis but also negative social effect.In this paper, writer made a comprehensive analysis of the elder situation in China and provided some suggestion of how to build elderly care insurance system in China and hope to provide useful enlightenment.
