China has stepped into an aging society since 1999. Compared with the developed countries, China’s population aging was moved up with lower development in society and economy. It presents the features of high speed, senility, disability and empty nests. Faced with such a state of population aging, China has not fully prepared. The security system and elderly care service need to be improved. Speeding up the elderly care service has become a must in our country’s coping strategy. The elderly care service industry has met great challenges and opportunities for development, with the increasing need of old people in living, health care, recovering, and the like.In recent years, the central government and local governments have issued a series of policies to encourage the development of elderly care service industry. This has drawn different kinds of social investment and prompted the elderly care service in China. Yet, many problems have been posed during the development. On the one hand, supply is far behind demand; on the other hand, most private nursing homes have high vacancy rate, causing a waste of social resources. Furthermore, the door-to-door home-based care service advocated by the government does not catch up with the demand; the marketization of nursing service and remedial care are far left behind. Causes for these problems include factors in policy, traditional Chinese view of home care and limited economic capability of the aged. But the most important is that various nursing homes have not found the real needs of the aged so as to offer effective service.Based on data from many sources, this paper investigates the development modes and some typical cases of elderly care service at home and abroad, employing relevant literature, field survey and method of induction and analysis. Through a survey in several nursing homes in Chengdu and analysis of China’s characteristics of aging and coping policies, the study draws the following conclusion:the key to elderly care service is long-term and careful nursing, and to meet this need is professionally-trained nursing staff. Besides, the paper suggests that training professional nurses for elderly care and marketization of professional nursing service for institutions and individuals should be adopted as coping strategies.
