Development is the first priority of governing and rejuvenating the country, solving the 3 agricultural problems is top priority of our party. during the current agricultural and rural development, we face many new contradiction and problem, the prominent is it is so difficult to increase rural incomes, science and technology is the forerunner of development, so we should strengthen the sustainable effect of science and technology, our country has lots of scientific and technical payoffs every year, but the percent conversion is very low along a long term, this situation of valuing scientific research, despise transform has severely affected the development of rural economics, and the resolve of 3 agricultural problems. Base on the public goods of Agricultural science and technology transformation, this paper propose that we must provide it by the government and have a thorough probe to promote the transform of agricultural science and technology achievements.Except for the introductory part and conclusion, four sections are included in this article.In the Foreword part, first, the writer expounded the research background and significance, summarized the academic research findings on this issue, and then pointed out the research ideas in this paper, the research approach and the possible innovations.The first part is carry on research on the basic areas of agricultural scientific and technological achievements, first of all, this paper clarify the basic concepts and the related theory of the agricultural scientific and technological achievements, combined with the theory of the transformation of agricultural science and technology, further deepen the understanding to the agriculture scientific and technological achievements; and then definite it's nature of public goods, this definition provides a strong argument to the government-led transformation of achievements in agricultural science and technology; Finally, this paper dissertated the classification of the mode of the agricultural scientific and technological achievements, and proposed that government-led is the mainstream model what we must adhere to.The second part is a summary to the status of transformation of agricultural scientific and technological achievements. First of all, this paper have a summary to the legislation since 2001, and generalized the achievements we have acquired; then take the Xinzheng city of Henan Province as an example, have an objective analysis on transformation current situation on agricultural science and technology. by means of analyzing and summarizing the Restraint on the transformation of agricultural scientific and technological achievements, proposed the main problem in the transformation of agricultural scientific and technological achievements at this stage.The third part of the analysis and summarize the achievements of China's agricultural science and technology constraints, the results of the present stage of agricultural science and technology into major problems.The fourth aim at the main issues what is raised in the third part, combine with the current situation in our country, probed the innovation system and the policy guarantee to raise the conversion rate of agricultural scientific and technological achievements.In the end, this paper summed up the research results of this study and proposed the problem what need to be further explored.
