The Management Pattern For Scientific And Technology Project In Agricultural Sector In Gansu Province

Agriculture is one of the pillar industries in Gansu Province.In recent years,based on solving the problem of food supplyment,Gansu Province has adjusted the industrial structure,developed the special industries and increased investment in agricultural science and technology.As a result,the rural developing environment has improved,the value of agricultural production in the national economy value increased year by year,and the province's agricultural added value and the increase rate has reached 67.8 billion yuan and 5.9%,accounting for 14.5%of the proportion of the national economy.As regional economic of Gansu developed and technological innovation continued to increase,investment in agricultural science and technology has been growing rapidly.However,the design of science and technology departments at all levels in Gansu on agricultural science and technology project management is still not perfect currently,and there still exists "short board" in project management system design,especially,there is no complete system in implementation of agricultural science and technology projects,the use of supervision and project funding,and the performance evaluation of the technology project.This thesis,using a comparative-analysis method,compared the modalities and procedures for the management of science and technology projects at home and abroad,collected data about agricultural science and technology projects in Gansu Province and the Gansu Provincial Science and Technology Statistics,studied status and mode of the Gansu Provincial Science and Technology Management project,described the management structure and management processes of agricultural science and technology projects in Gansu Province and identified the lackness of Gansu Province in agricultural science and technology project management.Combining the theories and methods of science and technology project management,the thesis raised a innovative mode of agricultural science and technology projects in Gansu Province:to establish a unified project reception center(platform),a project approval center(platform),a project evaluation(platform),a funding center(platform)for supervision in the existing science and technology program management functions;to establish a project management structure mode which is decentralized,supervised and controlled,scientific and rational and a integrated system of setting project approval,contracting,implementation,evaluation and adjustment,acceptance,and an efficient project process management mode.Also,the thesis emphasized that it needed five mechanisms to improve agricultural science and technology projects in Gansu Province.So it can be a reference in adjusting management functions of the administrative department for Agricultural Science and Technology and establishing scientific and reasonable project management in order to promote the all-round progress of science and technology in agricultural effectively,promote local economic structure,adjust the industrial upgrading,and support regional sustainable economic development.
