Study On The Performance Management Of Agricultural Science Technology Achievements Conversion Projects

Agriculture is the foundation of a state. Science and technology constitute a primaryproductive force. Transform of agricultural science technology achievements is aninevitable way for transforming science achievement into productive forces and promotingagricultural development. In recent years, transformation of agricultural sciencetechnology achievements has received the close attention of the CPC Central Committeeand the governments at all levels. The state and most provinces have set up special fund tosupport agricultural technology achievements transfer projects and have achieved greatprogress. But how to make a reasonable assessment of these projects to ensure the smoothimplementation and promote the efficient conversion of scientific results has been one ofimportant research programs in the field of agricultural science and technology. At present,study on agricultural technology achievement conversion and its performance evaluationhas just started and it is still in the groping stage in our country. Exploring it on the basis ofagricultural growth characteristic and some interrelated reference to performanceevaluation is practical request to industrialize the agricultural technology.This article starts from background, significance and study of relevant scholars ofperformance evaluation of agricultural technology achievements conversion, and thenrecommends some basic concepts and understands correlation theories connotation of it.After that, agricultural science and technology inputs, the model of agriculture science andtechnology achievements transformation and agricultural science and technologyachievement transformation project management status were analyzed. Finally, statementsabout the design principle of index system of agricultural science and technologyachievements transformation projects were made and indexes were selected to confirmindex system and conduct an empirical analysis.Basing on referring to large bibliographies and analyzing characteristics ofagricultural science and technology projects deeply, index system was designed as targetlevel and third-class index level in this paper. Considering the system principle, selectionsof index were related to completion status, organization management situation and outputeffects of agricultural science and technology project and so on. Towards the evaluation ofindex system, some shortcomings were found by taking Anhui Province as an example forempirical analysis, and selecting30agricultural science and technology achievementstransformation projects of Anhui Province which were set up in2008-2010and checked finished in2012as samples to conduct a comprehensive analysis for it.This article puts forward the corresponding proposal and the countermeasure fromlegal system construction, funding profile, talent group developments three aspects by theway of establishing and analyzing the agricultural technology achievement conversionevaluation quota system, which also provides clear thoughts for the further practical use.
