| Construction supervision system played a key role in construction project management. Generally, it is regarded that the supervision engineer is not only a guardian of the project quality, but also a controller in project investment and work progress. In recent years, with the continuous expansion of the scale of construction industry, construction administrative departments and project owners pass more responsibilities to supervision engineer. It requires the construction supervision appearing more and more importantly. Project Supervision Institution, by the composition of supervision engineers, is not only assumed to take on responsibility for the completion of business, but also social responsibility. At present, people concerns on the quality of project supervision. Most of the study focused on the analysis of a single factor, and thus, there is lockage of systematic evaluation in supervision quality. Therefore, the research with Project Supervision Institution performance evaluation is very important and significant.In this study, the research aim is to establish an evaluation index system for measuring the quality of project Supervision Institution performance. It is regarded that Data Envelop Analysis (DEA) method can overcome the shortcomings of other evaluation methods, and is suitable for measuring same type of organizations in relative efficiency. In this paper, 10 projects Supervision Institutions of H construction Supervision Company were studied. By comparison with evaluation of results and reality, the effectiveness of the evaluation models established by the paper have been verified.In this paper, the main research methods are document analysis and case studies.
