This study explores the operational performance and strategic development of non-profit organizations and takes the public stadia in Taiwan area as our research subjects. First, this study would review the status quo and the predicament of the public stadia in Taiwan, and employ the theories of performance evaluation and strategic management as the theoretic basis. For empirical investigation, we choose the thirteen public stadia in Taiwan as our samples, collect data during 2006~2008, and employ the method of data envelop analysis (DEA) to evaluate the operational performance. We analyze the relevant issues, including aggregate efficiency of stadia, scale efficiency, input-output slack Variable analysis, and input-output sensitivities.Second, we combine the results of performance evaluation with the Delphi expert questionnaire to identify the development strategies and strategic evaluation criteria. Third, we utilize the alternative development strategies and strategic evaluation criteria to construct Analytic Hierarchy Proces (AHP) structural questionnaire so that we can analyze the sequence of priority for both the management of stadia and academia, and scrutinize the difference in between. Last, based on the empirical results, we suggest the operational performance evaluation and development strategies for non-profit organizations.
