When the Cold War ended, the Soviet Union disintegrated, in Central Asia- Caspian Sea region formed a "power vacuum", The region's rich reserves of oil,gas resources and important geo-strategic value make it an competing objects for a variety of international force, also become an important concern area for America. The United States is the world's largest energy Consumer country, consumes 25% of the world's total energy, As the economy develops, the United States enhance dependence on foreign sources of energy, As a result of instability in the Persian Gulf region, the United States makes effort to find new energy to add a base, while Central Asia- Caspian Sea region is the key area for the United States' energy diversification strategy. "9 ? 11" incident, highlights the Caspian Sea's position in the global geopolitical situation, The competed center of geopolitication had transfer to the central and southern Eurasia, Including the Arab - Persian Gulf, the Caspian basin and Central Asian countries,had become the key areas for the United States to maintain global hegemony.Therefore,in the year 2001, The United States used the excuse of terrorism to achieve the Caspian region, and through political,economical,military means, strengthen the control of resources in this region, Weaked the impactance of n eighboring countries in this region, pave the way for their Eurasian Strategy.
