Allocated to State Grid XinYuan Company Limited by North China Power Grid Company Limited,the external business environment and internal operating form of Panjiakou Pumped Storage Power Plant have undergone a dramatic change,which had a profound impact on the development of enterprise.Therefore,no matter the higher authorities or the internal managers and employees,they are all standing on their own point of concern for the future development of enterprise.This paper attempts to make an analysis on the business environment and operating condition with Stakeholders Theory and SWOT from all aspects influencing development of enterprise,and determine the future management mode of the enterprise should be applied development strategy of extroversive extended type which based on the results of the analysis,while at the same time provide constructive resolution for sustainable development of similar domestic state-owned enterprises in the power generation market.
