Ranking the first energy consumption superpower in the world, China, on 2015 climate conference in Paris, claimed that it will increase the use of renewable energy and clean energy and reduce CO2 emissions, and make important commitments. It indicates that clean and renewable energy, including wind power, solar and nuclear power, will occupy a larger proportion in China’s energy introducing structure. However, large-scale new energy connected to the grid can bring operation and balancing challenges to the grid system. Meanwhile, with the development of China’s society and economy the load increases rapidly, so the difference between the system peak loads is getting larger than ever, and balancing work for operation is becoming increasingly difficult.Pumped-storage units have a good performance in balancing and ancillary services, the construction of new energy generation projects along with appropriate scale of pumped storage power station, can enable smooth output of wind power, solar power and other new energy power generation, and guarantee the safety of nuclear power generating units operation, while effectively guaranteeing safe and stable operation of the power grid, improve the ability of new energy consumptive electric power grid, and reduce the thermal power loss when prolong unit working life. Thus achieve stable operation of generator sets of economic and energy saving purposes. However, some of our pumped storage power plant utilization hours in China is extremely low, and have a poor operational efficiency.To promote the healthy and orderly development of pumped storage market, in 2014 NDRC issued "perfect pricing mechanism pumped storage power station issues related to notice" and "pumped storage power station on the promotion of health orderly development of views on issues ", and determined the new investment and tariff mechanisms. However, the supporting documents has not yet been launched. To solve the problem of low operational benefits, first we need a fair evaluation system to assess the value of pumped storage power station in power system, and study further investment, pricing mechanisms safeguard mechanism under the new situation. Several aspects will be studied and discussed below.First, the paper will analysis Pumped Storage Power Station under the new market situation and policy, focusing on analysis of the current tariff mechanism, the investment mechanism and mode of operation. At the same time, explore the present system and method of the pumped storage power station power enterprises benefit evaluation.Second, in order to have an objective, scientific assessment on the operational benefits of pumped storage power plants, this paper will establish a comprehensive benefit evaluation system under the current price mechanism pumped storage power station, the investment and operation mechanism. And selects selecting an objective evaluation methods for evaluation system. The method will base on a combination TOPSIS method and particle swarm optimization theory.Third, using this evaluation model in case study with a few selected typical balancing service power plant, to evaluate the operational benefits of each plant. The results will be compared and the in-depth analysis the reason for the poorer operational benefits of some power plants.Fourthly, according to the analysis result, basing in current pumped storage power generation market, the paper establishes pumped storage power plant investment, operation mode and pricing mechanism under the new situation in order to improve the operational efficiency of pumped storage power stations, and ensures the development of pumped storage power plants healthy and orderly development.
