An Exploration Of Institutional Mechanism Innovation Of Development Zones Under New Circumstances

Since the establishment of the first batch of development zones in China,it has been more than 30 years.The development zones has played an irreplaceable role in the fast lane of economic development and has become a locomotive for China's economic growth.Given the unique advantages that development zones have and the enormous economic benefits they bring,major cities have increased their investment in development zones.Up to now,there are 219 national-level economic and technological development zones.With the gradual increase of China's economic strength,the continuous expansion of the economy,the gradual weakening of the policy dividends in the development zones and the scarcity of resources have also become the bottlenecks restricting the development of the development zones.Coupled with the lack of institutional mechanisms in the development zones,Future development space is facing challenges.Ningbo Economic and Technological Development Zone is one of the first national-level development zones set up by the state.After years of development,all kinds of development zones(parks)in Ningbo have become the city's open economy,advanced manufacturing,strategic emerging industries and modern service industries,the indispensable carrier in the development.It plays a key role in enhancing Ningbo's economic growth and enhancing Ningbo's economic strength.It has greatly promoted the economic and social development of Ningbo and has become the main front for speeding up the transformation of economic development mode.However,with the rapid economic development,Ningbo Development Zone is faced with the problem of transformation and upgrading.In particular,the lack of institutional mechanisms in the development zone restricts the development of the development zone.Based on the theories of "growth pole theory",industrial cluster theory and core-periphery theory,this paper analyzes the status quo of Ningbo Development Zone and analyzes the existing problems,and then puts forward some rational suggestions.The first part is the introduction part,mainly introduces the background,significance,content and framework of this thesis.The second part mainly expounds the related concepts and related theories of the development zone,the theory of the management system and so on.The third part analyzes the realistic foundation of the development zone of Ningbo City,the achievements in the development of development zones being mainly reviewed,and the characteristics formed in the development are analyzed.The problems in the development zones in Ningbo are analyzed,such as the deficiencies in the management system and operation mechanism,the problems of function superposition and homogeneous competition.The fourth part discusses the trend of a new round of Ningbo Development Zone from three aspects:domestic,domestic and Ningbo.The new round of development shows the high integration of industry and city and the high concentration of capital and talent and so on.The fifth part clarifies the general idea of the next development of the zone,combs it from three aspects:the guiding ideology,the development goal and the main principle.It clarifies that Ningbo Development Zone will make the overall goal of enhancing the overall strength,perfecting the system and mechanism and improving the quality and benefit significantly.The sixth part puts forward the strategic task of Ningbo Development Zone to enhance the overall development level.While perfecting the institutional mechanism and building a modern industrial system,it is necessary to rationalize the spatial layout of the development zone,broaden the functions of the development zone,maximize the utilization of resources,and strengthen Construction of ecological civilization.In the part,some reasonable suggestions are provided,to better promote the development of Ningbo City.Finally,it is the summary and prospect of the thesis.The innovation of this article is mainly reflected in two aspects.The first is the analysis of the management model of domestic and foreign development zones,which draws on its advantages and disadvantages.It summarizes the experiences of the management modes of advanced development zones at home and abroad,provides certain reference for the development zone of Ningbo City.On the other hand,according to the changes in the current market and political environment,the characteristics of development trends in development zones are analyzed,and the basic situation and development ideas for the development of Ningbo Development Zone are summarized to provide effective suggestions for the development of Ningbo Development Zone.
