The Study On The Economic Development Path Of The Limited-development Zones In Xinjiang

The government issued the main-functional zones planning framework that planned the space development of the land of China in the 11th five-year planning. The office of the state council published《the notice about starting to compile the planning of main-functional zones》,which formally initiated the planning of main-functional zones and selected eight tested-region from the east, middle, west and northeast of China (jiangsu, zhejiang, hubei, henan, yunnan, chongqing, xinjiang and liaoning) to experiment scientifically and match in terms of policy. The government came up with the strategy of main-functional zones in the 12th five-year planning, in accordance with national economic suitable layout, which required regulating the order of development and controlling the intensity of development to form the highly effective, coordinated, sustainable land pattern of spatial development. The limited-development zone is one of the four main-functional zones from a national level, whose priority is to improve the ecological function. The limited-development zone of the state-level development zone covered 2.045 millions square kilometers, which accounted for 21.3% of the land area of China. The limited-development zone of Xinjiang played an important role in maintaining ecological safety as part of the whole country. The Altay ecological function of mountain and forest is one of three limited-development zones of Xinjiang whose main-function is to protect the conservation of water. This paper used the method of the combination of empirical analysis and normative analysis, the combination of macro analysis and microscopic analysis, the combination of static and dynamic comparative analysis to research systematically the limited-development zones of Xinjiang, especially the Altay ecological function zone of mountain and forest. This paper involved six parts in all:In the first part: the author put forward the significance of the paper and summarized some effective measures and policies of the national spatial planning abroad. And then author summarized the fruit of the domestic scholar's research about the division and construction of main-functional zone and came up with the method of research and innovations.In the second part: the author analyzed the main function orientation of the limited-development zone of Xinjiang and the relationship between economic development and its main function. And then the author cleared the range of the limited-development zone of Xinjiang taking the Altai ecological function zone of mountains and forest for example.In the third part: Taken the Altai ecological function zone of mountains and forest for example, the author analyzed the ability of resource supporting capacity of the limited-development zone of Xinjiang and the present situation of the overall economy development and the industrial structure. So, the compared resource supporting capacity of the Altai ecological function zone of mountains and forest is very abundant, but the compared economic supporting capacity is rather low. The non-agricultural industries accounted for a very high proportion of output.In the fourth part: the author analyzed the present state of the coordination between economy and environment of the Altai ecological function zone. The result is that namely the evaluation index of the level of the economy development, the evaluation index of the level of the environment development, the evaluation index of the level of comprehensive development and the degree of the coordinate development between the economy and environment is very low, so, the Altai ecological function zone of mountains and forest belonged to the type of the advanced-environment on the verge of balanced development.In the fifth part: Taken the Altai ecological function zone of mountains and forest for example, this paper analyzed the path of the development industry of the limited-development zone of Xinjiang. Then the industry of food manufacturing and tourism were choosen as the dominant industry and advantage industry respectively of the Altai ecological function zone of mountains and forest.In the sixth part: the author came up with some policies and measures to promote the development of the economy of the limited-development zone of Xinjiang. Those measures as following: firstly, promoting the program of the ecological migration and the herdsman settled; secondly, establishing the inter-area administration of development and improving the evaluation mechanism of the public servant's performance; thirdly, perfecting the mechanism of ecological compensation; fourthly, adjusting the industrial policies and constructing the protective umbrella of ecological security.
