The Effect Of Sustainable Environmental Assessment On City Development And The Economic Growth Analysis In Dalian

The problems of land utilization,energy sources,traffic and urban sight and ecology, which are related with seaside cities in Liaoning province in China,were enumerated in the article and Dalian city was taken as examples.To solve the problems,the ideology of urban master plan in and abroad was studied.Then sustainable development was considered more adaptive than evelopmentalism,because it paid equal attention to the environment and economy development.The sustainable development and environmental impact assessment system were introduced.Through analyzing the functions of environmental impact assessment,it was elicited that environmental impact assessment was an important method to realize sustainable development,and indemnification of urban development as well.Based on the analysis of developement of society and economy and status of environment in Dalian city,the researchful route and plan of SEA about Dalian city were investigated.The carrying capacity of environment and rescouce and capability of sustainable development for Dalian city were analyzed compositively with datameshwork analyzing method.During the SEA process,the headstream,processing and managing of environmental pollution were controlled completely.The result of reducing, utilizing and reusing of contamination conduce the beautification of city- circumstance and increasing of economy.Modulation of domain-framework,industrial distribution and frame of energy sources,which was aroused by actualizing of SEA,can break the limit of environmental capability and facilitate the increasing of economy.
