The Research On The Way Of Increasing Farmers’ Incme In Siping City

Three rural issues were involved in State Council No.1 Document consecutively 11 years from 2004, and farmers’ income were the core of farmers’ issues, becoming the focus of society. The farmers’ income increased fast and the situations of living improved since opening up and reform, but because the limit of dual economic structure of city and country, income gap was still growing. It is the focus of government and researchers that how to improve the income of agriculture and resolve contradictions of dual structure of city and country.Siping city is located on hinterland of Songliao plateau, soil, water conservancy, natural climate are all suit for planting, which is the second largest of Corn Belt and is important of marketable grain base in China. Agrarian population’s ratio of Siping is 56.3%, which is more than the average of 45.2% as great agriculture city. The role of farmers is important for the development of area, and the research of farmers’ income has practical significant for promoting development in this area.This article study deeply the property of farmers’ income in Siping, the factors of improving the farmers’ income and the issue of farmers’ income according referring method s and theoretical models of farmers’ income internal and external, checking the data and thinking the realistic of development of the city of Siping. And draw the agricultural financial expenditure accounted for total financial expenditure out of proportion, the proportion of urban population and industry a number of employees accounted for ratio affecting the net income of farmers significantly. and the price of agricultural production data, GDP growth rate and the number of people in the industry accounted for a negative correlation with the net income of farmers.We research the relevance of many factors and farmers’ income according using the methods of relevant analyses, including the price of farm and sideline products, planting area, farm machinery power, the price of agricultural means of production, per capita GDP in human of area, level of urbanization, employee ratio of the secondary and tertiary industries and the ratio of financial charges of agriculture. We found that farming was major income source for farmers of Siping. Many factors will affect the farmers’ income, special for the price of farm products, farm planting area and the level of machinery. In urbanization, agricultural workforce transferred in the secondary and tertiary industries, and this situation will improve the farmers’ income, to an extent. The economy development of area and the help of agricultural finance is also the major reason for improving the farmers’ income.We made some methods to improving the farmers’ income by analyzing the relevant factors of income, promoting factors, study the real issues and affecting farmers’ income, drawing on the experience of improving the farmers’ income internal and external, including speeding the construction of modern agriculture, increasing the income of farm production; expansion operational channels, increasing the income of the secondary and tertiary industries; speeding transferring of country labor, increasing the income of salary; improving the sophistication of agricultural insurance and so on, firming metastasizing net income. We also made some suggestions for improving the farmers’ income, including helping the growth of country companies, the pushing of leading enterprises, increasing the input of country construction, decreasing the urban-rural dual structure; increasing the input of farmers’ training, training high-quality farmers; strengthening building of cooperative, improving the farmers’ ability of management.
