Along with the world economy scale enlarging, the energy consumption increases continuously. The characteristics of the energy resource in China are that the total energy resource is very abundant, but the holding quantity per capita is very small, the distribution is unbalanced, and it is very difficult to develop them. And the problem of the energy resource has been the most important one that restricting the development of the economy in China. Petroleum energy reveal it's significant economy and strategy status. The total energy resource is very abundant, but the holding quantity per capita is very low, the distributing of energy store im, energy resource exploitation very difficult, and energy problem become one of the main problems which restrict development of our national economy, above points are the characters of china energy resource. Transportation industry is a main part of our national economy. From the point of waterway transportation, our nation's ocean and coastal shipping have been close to or reached international advanced level in the same period. And our country has many inland waterways, but there is large gap between our country and developed country on the aspect of energy consumption of inland shipping, so it is imperative for us to take measures to save energy.Using the shipping energy-saving of Sanxia Reservoir area and the Changjiang River main stem as the object, it exploits optimization operating system for ships to attain the purpose of energy saving by doing optimize and manage.Firstly, it introduces the hydrographical geography traits of Sanxia Reservoir area and the Changjiang River main stem, shipping characteristics and shipping conditions, analyzes the particularity and energy saving potential of Changjiang River shipping, and gives some ship energy saving measurements in recent years.Secondly, it analyzes the principle of energy-saving optimization. Through carrying on subsection research on the basis of hydrographical geography traits of Sanxia Reservoir area and the Changjiang River main stem and the channel particularity, calculating and optimizing the ship navigation of a part of the channel, and comparing the feasibility of ship speed optimization, it changes the fuel oil system of "ConglunJ3001" vessel. The change contains the flowmeter choosing and fuel oil system refit. And it monitors the fuel oil consumption in time.Finally, it introduces the ship optimization operating system which is on the basis of VC++ language, analyzes each module of the ship optimization operating system and fuel management system, and applies it to actual ship. And it gives some key points of management.It achieves the ship energy saving optimization and management by exploiting the ship optimization software which is the major idea of this paper. And through the practical application on the "ConglunJ3001" vessel, it expects that it can be applied to more inland ships.
