Energy performance contracting is a vital business model that energy saving service companies take to develop business. Firstly, this thesis introduces the concept of energy performance contracting and low-carbon economy, and then reviews the developing history of China energy saving industry, introduces existing main business model and operating mechanism, analyses existing opportunities and challenges of energy performance contracting business development. China energy saving industry still face many issue in the booming development, practice and innovation of business model and operation mechanism is the biggest burning issue for industry development. Therefore, study model and operation mechanism, better understanding of core competitiveness in outstanding enterprises, has a very important significance to the development of Chinese energy saving industry. Moreover, based on previous research findings and business practice, this thesis makes a specific analysis and study on business model in energy saving industry level and operating mechanism in project operating level according to the trade-off principle of risk and benefit, also establishes tailored optimized business model and operating mechanism, including leasing company model, financial institution investment model, government guarantee model, joint venture model. From industry participant’s perspective, This thesis also makes a case study in project development, transaction structure, risk management. Through This thesis is based on the existing business analysis, put forward business model and operating mechanism, hope to contribute for the industry development and investment risk reduction.
