| After many years of concentrated efforts,China has finally become a member of WTO (World Trade Organization).This will definitely stimulate the growing of our national economy from various aspects and raise the prestige of China on the world arena as well.Furthermore, China will also face tremendous pressure and challenges from all over the world.Being the main pillar industry of the national economy,the construction industry has already started to reform the policy of project biding.The engineering cost management is changing from the static management to dynamic management.The B.Q model(Bill of quantities model) is a popular and widely used project bidding method.It is also an access point for China to connect with international practice.However,we are still under the preliminary stage of using the B.Q model.Because of the shortage of supporting facilities and practical experiences,lots of misleading and misunderstanding points have occurred.Therefore,how to properly use the B.Q.model under different scenarios becomes a new research topic.In this article,based on the situation of China's bill of quantities and existing practical problems,we try to establish a proper method to guide the investors and contractor how to correctly use and implement the B.Q.model on project bidding.According to analysis of the B.Q. model,some strategies and effective suggestion will be proposed for both the investors and contractors to eliminate the misunderstanding and blind spot.For the existing biding project, relying on the practical situation,some remedial suggestion will be given to help the proprietor to adopt B.Q.properly and legally.Analysis on improper aspect of the on going biding evaluation policy and some correction will be proposed as well.Eventually measures,strategies and suggestions will be given from an objective view based on the B.Q.model and practical scenarios. |
