Study On The Surround-bidding Behaviors Of The Construction Project Bidding And Its Control Measure

Bidding system as a new mode of procurement to promote the rapid development of China's construction market has played an important role.However,due to the imperfect construction mechanism of China's construction market,the construction of the credit system is not perfect,and the lack of integrity of the construction market has occurred frequently.It has seriously hindered the healthy and sustainable development of China's construction market while undermining the order of our construction market.The main performance of the lack of integrity of the construction market in the bidding period is the surround-bidding and accompanying-bidding behavior,and to solve the surround-bidding and accompanying-bidding behavior,form a good bidding order has become a necessary condition for the development of China's construction enterprises.Based on the pertinence of the research direction,the article intends to study the behavior of surround-bidding,and through the concrete analysis of the perimeter behavior of the enclosing person and the spy person,seeking to the measures to curb the surround-bidding behavior.The article first introduces the relevant theories of bidding,bid and game theory,Then,based on the analysis of the current situation and the causes of the surround-bidding of the construction project,and on the basis of analysis of the subject of the surround-bidding activities and the influencing factors of the surround-bidding behavior,the article conducts a depth analysis of the behavior path of the enclosing person and the spy person,and constructs the game model of the enclosing person and the game model of the spy person.Through the analysis of the model,it is concluded that by reducing the bid income of the prospective project of the bidder,increasing the penalty cost after the investigation and punishment of the whistleblower,reducing the probability of winning the bidder and improving the supervision of the regulatory body can prevent the enclosure from participating in the standard activities;To increase the cost of punishment after the prosecution was punished,to reduce the standard bidder after the bidder retaliation of the cost of a certain extent,will increase the scope of the bidder with the title of the bidder with the desire to bid.Finally,based on the analysis of the causes of the circumference and the game model of the subject and the subject,the governance measures of the standard behavior are discussed in detail from the perspective of market,supervision and bidding.In the study of surround-bidding,the study extends the perspective of the study to the level of the spy person,and through the depth analysis of the behavior path of the enclosing persons and the spy person,and the constructs of the game model,to find specific factors on the curb surround-bidding behavior.The research perspective and the research method of the article have certain expansibility,and it is of great significance for the future research on the standard behavior.
