The Research On The Question Of Income Distribution Inequlity In China

After the 3rd Session of the 11th CPC Meeting , along with the Reform of the Economic Structure and the enhanced marketability ,the domestic production efficiency and the economic development level had very big development. In 1978, our country's per capita GDP was 318 RMB,but it had achieved to 16084 RMB in 2006. The GDP grew more than 3.3 times according to the comparable price computation.On one side,it tells us our people's income level has raised rapidly,on the other side,it shows us the big contradiction of income disparity which has a tremendous impact on China's economic and society.Building a harmonious society needs to reduce the individual income distribution gap and to rationalize the relationship of income distribution, so the Systematic research on distribution of income becomes a key project for Chinese government and society which has great theoretical and practical significance.Based on classic measure index of income distribution and equity theory, this paper measures and calculates the inequality in income distribution and finds that China's income distribution inequality degree accelerate rapidly and expand highly. The overall residents income gap is biggert than the urban residents and the rural area residents , the rural area residents income gap is bigger than the urban resident. So this paper mainly disusses the three key factors which bringing about the rural area residents income inequlity, the city and town residents income inequlity and the city and countryside residents income gap:the inequlity of the city -town commodity terms of trade, the restriction of key element movement and the discrimination of the social welfare policy.Simultaneously, this paper deeply analyizes the rent_seeking theory which uses dialectical and historical materialism analysis method and analyizes the reasons for the rent-seeking.Besides, this papar thinks the main reson of our country's income inequlity is monopoly,so it points that the rent-seeking and monopoly aggravate the process of our country's income inequlity ,the unjustice of society and the inequlity of opportunities. Finaly,this paper analyzes the situation of our conutry's income inequlity and puts forward the solution and suggestion to reduce income inequality in China.First of all, it's very inmportant to rely on economic growth to resolve the issue of income inequality,even though social division of labor and some other questions can bring about the income inequality in the process of economic growth. But economic growth is the fundamental wayto solute the people's income inequality .when economic growth has reached a certain high degree, the overall high level of people's income helps to narrow the income gap.Second, we must give full play to the positive role of tax revenue and improve the integrated control system of tax revenue. By improving the tax system, strengthening tax collection and management,we can establish an income tax revenue system which has more than one tax coordination and covering personal process of income.Third,we have to improve the control and monitoring mechanisms and the social security system furtherly . Only by strengthening the legal and other systems building,we can safeguard the maintenance of social stability, achieve"common prosperity" in the whole society ultimately and realize the "harmonious society" goals.
