At last, it puts forward a mode to make the landless peasants inside the city join in the basic old-age insurance system for urban employees, combining social pooling with individual account, practicing with bouncy contribution bases in bouncy ratios of contribution. In this mode it not only embodies the solicitude to the land-less peasants from the society, but also emphasizes personal endeavor, it can make the landless peasants inside the city obtain protection from the old-age insurance, and keep the society both stable and harmonious.
