Studies On Medical Insurance For Landless Peasants In Villages Inside Taiyuan City

Along with the unceasing economic development and the advancement of Chinese urbanization,more and more land owned by the urban villages are expropriated by the government. The villages beside the city are impacted directly and distinctly during the process. But these villages are not urbanized completely for lacking in a series of related policies and systems just as the economical structure, managing systems and style of life, so they become villages inside the city.The landless peasants in villages inside the city are called'peasants'but they have no land; they have citizen identities but they do not have equal working chances or different kinds of social insurances as citizens. After losing their land, they have to face different kinds of risks such as living, work, oldness, sickness, etc. That how to protect the lawful rights and interests of landless peasants and how to cope with their future problems is becoming the key factor influencing stabilization of society and rapid healthy development of urbanization.For all the landless peasants, the sick risks are hard to be estimated. For this problem, combining with the social and economic development of Taiyuan City, the thesis expatiates current status and problems existing in the villages inside the city about the social medical insurance of the landless peasants, analyses the feasibility of bringing them into the basic medical insurance system for urban employees or the new cooperative medical service system. At last, it brings forward a hypothetical medical insurance system which is suitable to the landless peasants in the villages inside the city. The system bases on the basic medical insurance system for urban employees, and chooses cooperative medical services as its supplement, combining social pooling with individual account. During special period and in special areas, the landless peasants can choose bouncy contribution bases and bouncy ratio of contribution as the self-employed. Its final approach is to be one part of the basic medical insurance system for urban employees. In this way, the hypothetical medical insurance system can not only embody the society's loving care for the landless peasants but also emphasize the personal endeavor. The landless peasants can get the protection from the medical insurance services.The medical insurance system for landless peasants can not only let the landless peasants get rights of basic existence and development, but also can accelerate the urbanization course. It is one important part of system of social security. And it can call into play important role on keeping the society harmonious and protecting landless peasants'advantages.
