Study On The Social Security Of Landless Peasants In Zengcheng District Of Guangzhou City

With the accelerated process of industrialization and urbanization in China,the demand for land is increasing rapidly,the scale of land requisition is expanding,along with to this is a large number of farmers lost their land.It is estimated that 2010 to 2030 years of land occupied by the country will be more than 54 million 500 thousand acres of land,land and part of the landless farmers will be close to 80 million people.Landless farmers in the identity and production and operation is no longer a traditional farmers,but in the interests of social security and can not be integrated into the city.Because of a series of social problems brought by the land has become increasingly serious,has become an important obstacle to the development of social stability,restricting the realization of fairness and justice.Therefore,through the study of the social security of landless peasants,The difficulty to find the social security of landless peasants and the construction of effective measures to improve the social security rights and interests of landless peasants,become one of the focus and theme of our current work.Based on the theory of social equity,sustainable development theory,sustainable growth theory,urban and rural structure theory of the two elements,the theory of practical ability,in view of China's reality,this paper expounds the urgency and importance of solving the problem of landless peasants social security.Defines the related concepts of social security system of landless farmers,established the research on the social security of landless peasants to rely on old-age security,medical insurance,employment,enhance personal capacity four framework,put forward to solve the above four problems to cope with the plight of landless peasants social security.According to the Zengcheng District of Guangzhou City,the more extensive social investigation,empirical analysis of the status of the local landless farmers' social security,found that the current Zengcheng area farmers social security has the following problems.Through the research on the problem of rural social security of Zengcheng District landless,to find the commonness and individuality of the social security system of landless peasants in Guangzhou and other economically developed areas,and puts forward corresponding countermeasures and suggestions: to establish a diversified security system,unified compensation standards,increase security;perfect management system,including perfecting the land expropriation procedure,perfect the social security management program,improve the rural land requisition system;increase financial investment,increase the farmer social security fund,and further widen the channels of rural social security,the source of funds,compensation is not implemented,shall not be levied land;and through the establishment of training,guidance,development of professional service agencies to enhance employment training for.
