The Research On The County Finance In The New Rural Reconstruction

Our country is a large agricultural nation. Agriculture, countryside and farmers are the important three issues which are related to the whole situation of reformation and modern construction. Standing in the new historical beginning, the Fifth Plenum of the 16th CPC Central Committee proposed the construction of"growth of production, well-to-do life, civilized rural atmosphere, neat rural face, democratic administration"as the goal of the new rural reconstruction and manifested the rural economy, political, cultural and the social development in the new age, which indicates the direction for solving the "three issues" in the countryside. The construction of the new socialism countryside is a systems project, needing the support from all levels of governments. Facing the countryside directly, the country government undertakes various responsibilities, such as the regional administration, the supplies of public goods and service, the stability of the countryside society, the coordination of the relation between city and countryside, the construction of necessity of the local government and so on. Only with the support from the county finance, can the country government undertakes the responsibilities above. However, at present, it is a common problem that the county finance is tough. So it is a pressing work to not only the central committee and the local authorities, but also the academic circles to find out the way to improve the county finance.It is the work of the first importance to find out what has caused the county finance in trouble. It is true that the poor productive forces in the rural areas play an important role, but the fiscal system as the most important distributive method is the systematic reason.In this article, the theory elaboration and the cases analysis are adopted to demonstrate the main problems existing in our country finance and the writer reached some solutions to solve the difficulties of China's county finance, making China's county finance support the new rural reconstruction well.
