Human resource management is one kind of core management of the enterprise, but performance appraisal is essential work, motivation is the key of human resource management, performance appraisal and motivation is the important method to arouse personnel's enthusiasm. Only through scientific, fair appraising the employees' performance, we can take the appropriate encouragement measure to increase positivity of the employees. In all resources of the enterprise available, personnel is the core resource which can only grow and develop. The 80% benefit of the enterprise is created by the most essential 20% staff, especially by knowledge workers. They are the main inventors of the enterprise's value, the indispensable, important resources and the core ability. The 21st century is the knowledge economic era, knowledge workers have already become the key sources from which the enterprise derive the value, their enthusiasm and initiative fully displayed plays an important role to the fast steady development of the enterprise.In the reality, knowledge workers'performance appraisal becomes a mere form mostly, not having an effective drive but leading to the huge waste of resources; At the same time, because the enterprise has not fully realized knowledge workers'individual characteristic and demanded characteristic different from the common staff, as a result the motivation mechanism possibly gives rise to bad effect, for instance talent drain and so on, instead of guidance to perfect achievements. Therefore, how to stimulate and administer knowledge workers effectively so that they can work heart and soul becomes the key point of human resource management in modern enterprise.First, using some relevant theories in management and economics, absorbing the predecessors'research results, this article profoundly analyzes the main questions existing in performance appraisal and motivation mechanism. Secondly, embarking from the knowledge workers'characteristic, utilizing the flexible management thought and method, the article constructs the flexible performance appraisal index system from four dimensions: the achievement, the ability, the quality and the intelligence and points out fifteen appraisal indexes in accordance with knowledge workers'characteristic. Thirdly, in light of the basic principles on stimulating knowledge workers, the paper puts forward four strategies, including material motivation, knowledge motivation, environmental motivation and emotion motivation, and constructs the platform which combines performance appraisal with motivation mechanism. The purpose of the article is to establish performance appraisal system that has drive function and motivation mechanism that guides to good performance, and to unify the two organically in the management practice of knowledge workers.
