Nowadays,the globlization of economy makes the industries'competition more fiery among the countries in the world, which quitely accelerates the pace of adjustment of the industry structure in the world. As the biggest developing country, on the one hand, China will deploy the economic strategy according to the level and stage of economic development, on the other hand, create actively many conditions to get forward upgrade of the industry and lift the competitive ability of the industry in order to transcend many developed countries. As the source base in the midland in China, the traditional industries of Shanxi province is in big proportion in total industries, among which the heavy industries such as coal,chemistry,steel account to 70% of total industries of Shanxi province, so its economy also is independence on the growth mode which is high energy cost,capital input,pollution so that the conflict is increasingly prominent between the economic developmentment and the environmental constraint; The high-technology industry develops slowly which seriously limits the upgrade of the industry and the promotion of comprehensive competitive ability of Shanxi province.Therefore,it is a important reaserch subject to choose a effective path to promote upgrade of the industry of Shanxi province in the comtemporary economic development field.This thesis takes its source at the reaserch subject'the reaserch on construction of Shanxi high-technology industry base'of Shanxi Development and Reform Commission,which is deeper scientific approach of the reaserch subject.Through the use of the modern economic principle and method,this thesis studies mainly how the high-technology industry base promotes upgrade of the industry.Firstly,it exposits the connotative definition of the high-technology industry base,the theory reference of mechanism which the high-technology industry base promotes upgrade of the industry as well as the mechanism of action,then,making Shanxi province as a exmple,analyzes positively the machnism of action.Finally,it comes up with the relevant measures to solve the questions in the mechanism of action.Through the analysis of the mechanism,the thesis is mainly to promote the development of Shanxi high-technology industry base and speed up the adjustment of the industry structure in Shanxi province which get dramatically forward the economic development of Shanxi province.In the field of domestic theory,the study about the high-technology industry base is not enough,which most experts study the evolution of the high-technology industrial park from the point of initiative,so the thesis mainly studies the mechanism which the high-technology industry base of Shanxi province promotes upgrade of the industry,which has the important theoretical and practical meaning in terms of the reserch on the theory of high-technology base as well as the promotion of upgrade of the industry.
