Research On Necessity And Limited Factors Of Developing Our Country's Agricultural Cooperatives

In China and even all over the world, agriculture is a weak industry, and peasants are the less privileged. Peasants, whose right cannot be well protected, are disorganized, thus can not alter their poor and weak position, which has largely hampered the economic development of our country.As an important and precious system resource, cooperatives are enterprises and social communities, consisting of the allied less privileged, which aim to satisfy the requirements of the economy development and society. There are the necessary supplement to family management, the effect carrier and organization form of agricultural industrialization. Cooperatives can make agriculture better adapt to the international competition, making agricultural decision scientific and rationalization, ensuring the agricultural strategy operate smoothly. Cooperatives are the optimal media to educate farmers. Therefore, cooperatives can certainty guarantee and increase the interest of peasants, balancing the extremely poor and rich, maintaining social stability, improving the economic development. Hence it is extraordinary important and necessary to set up and develop agricultural cooperatives.The development of Chinese agricultural cooperatives underwent cooperatives at the beginning of our country. Supply and marketing cooperatives, as the delegate of Chinese agricultural cooperatives, join the International Cooperative Alliance. However, the Chinese cooperative movement has ever diverged the basic principles of International cooperative league, becoming a kind of system arrangement which influence efficiency. Nowadays, the reappearance of the cooperatives have played s big role in the agriculture economy in some regions. But they are still some gaps compared with the developed countries in quantities, scale, and the inner management structure. The understanding to the cooperatives is unclear and not very proper and advantage system is far from being developed. I aims at analyzing and exploring the necessity and urgency in the development of agricultural cooperatives with the aid of some related theories, recognizing the history and current situation of agricultural cooperatives. The thesis exposes the main factors which restrict the development of agricultural cooperatives. It will come up with solutions and suggestions, clarity the development and perfection of cooperatives, so that the precious system can perform well.The thesis can be divided into four parts. In the first part, I has expounded and analyzed the source of cooperatives economic ideas, cooperatives themselves as well as their system characteristics , the theory accordance of their being, and domestic research on them. In the second part, I has connected the characteristics and functions of cooperatives and the present situation of the economy, society and agriculture with the analysis of the necessity and urgency of developing agricultural cooperatives. In the third part, I mainly discusses the major reasons why agricultural cooperatives underdeveloped, on the basis of explaining and analyzing the history and development of our country's agricultural cooperatives and revealed what factors restricted the performance of it. Through analysis, I believes that the following comprehensive factors led to the underdevelopment of our country's agricultural cooperatives: the historical reasons resulting in the misconception on the ideas, economic system in the outside environment, government policy and law as well as other restraints such as historical culture, public opinion, lack of genus, agricultural cooperative itself and their inner relationship of property right, inner mechanism. In the fourth part, I put forward accordingly the suggestions on how to improve the development of agricultural cooperatives based on the former analysis. It will contribute to the development of agricultural cooperatives to promote publicity of cooperatives and the knowledge about it, speed up the reform of the current economy system, enforce the power of support from both government and laws. Before the extensive use they should be shown to the public, and the inner working system should be perfected. This also can explore and the role of cooperatives in the system advantage"agriculture, peasant, countryside"issue.Many scholars have made much research on the field of cooperatives, but there are two creative points in this thesis: on the one hand, I connects the characteristics and functions of cooperatives system with the real situation of our countries'economy, society and"agriculture, peasant, countryside"issue, and the thesis also analyzes fully the necessity of developing agricultural cooperatives. On the other hand, I analyzes in detail the factors that limit the development of agricultural cooperatives in our country, and reveals some deep problems of economic systems. On the basis of these analyses, I gives some suggestions accordingly, and expounds how to eliminate these barriers to promote further development of our agricultural cooperatives.
