Since 1980's,lots of governments around the world invite public biddings for the large construction projects and procure equipments through auction market.For example,the weapon equipments procurement of the Department of Defense of the USA,the procurement of hydroelectric generating sets in the Three Gorges Projects,and the international tendering and bidding in the introduction of the third generation of nuclear power technology of China,all these have made use of the auction mechanism.The practices of procurement reflect that the negotiable attributes has extended from single price to multiple attributes.At the same time,the buyer builds scoring rules to evaluate the attributes synthetically.Whole-set equipments are of high technology,the procurement decision is based on quality,lead-time and quantity attributes and etc..Building the value function,estimating the supply function of suppliers;solving the problem of order allocation and proposing the tendering and bidding mechanism are the main contents of this paper.The study background and applying fields of multi-attribute procurement tendering and bidding are introduced,and the multi-attribute auction mechanism and geometric programming theory are overviewed firstly.In the second chapter,the basic theory of mechanism design is introduced,the concept and the properties of multi-attribute procurement tendering and bidding are proposed,and the optimal mechanism of multi-attribute procurement tendering and bidding is provided.The value function of the procurer and the estimated supply function of suppliers are constructed in the third chapter.It provided the process of learning the parameters of the supply function,too. In the fourth part,the model of order allocation of the winning bidders is built and in the last section,an example of equipment procurement is given to verify the effectiveness and feasibility of our models.Aiming at the procurement of whole-set equipment in asymmetric information environment,the paper provides the optimal mechanism of multi-attribute procurement tendering and bidding.In the situation of asymmetric information between the buyer and suppliers,obtaining the unknown parameters of the supply function through multiple round biddings is a feasible method.The implement of order allocation is based on the result of the unknown parameters.The difficulty degree of solving the 0-1 order allocation problem is reduced because the number of active biddings is not too large.We wish the paper may have guiding significance on the tendering and bidding of equipment procurement in the large engineering and industrial projects.
