Research On The Establishment Of Principal Function Area In Southern Jiangsu Province

To push the formation of principal function area is an important act brought forward by government in the 11th"Five-Year Plan",is an important premise to carry out scientific development view,change the mode of economic growth and promote harmony between human being and the nature.The economic development of southern Jiangsu province is facing the contraction of high-speed growth and the limited natural resources and environmental capacity.Therefore,it is a long-term,even pressing strategy of national economic development to construct the principal function area in southern Jiangsu province.In this paper,drawing on the existing and mature practices and theories wielding home and abroad,using the principal component analysis and other statistical analysis methods, considering the economic,social,resource environmental bearing capacity,existing development density and development potential,the writer tries to find the conditions the southern Jiangsu province are divided into Optimized Development Zone.Then,by the integrated use of regional economics,industry economics and other theories,considering the growth pattern,the optimization and upgrading of industrial,the paper talks about the problems which will be found in the course of the implementation of principal function area in southern Jiangsu province.At last,in view of the problems have been found,the paper gives the building path for the construction of the principal function area in southern Jiangsu province from the follow angles:to identify the main functional area planning in reason,to improve the regional policies,to remodel the government performance evaluation system and to perfect the relevant laws and regulations.
