Comparative Study On The Operating Mechanism Of New Country Centralized Communities Construction Between Southern Jiangsu And Northern Jiangsu

Our country is in a stage of rapid urbanization,with the rapid expansion of urban space,rural space is experiencing unprecedented changes.The concept of balancing urban and rural development and the change of rural land system at the core of the policy of urban and rural construction land accelerate the reconstruction of rural space.In this context,new rural centralized community came into being,and formed a variety of models,such as Chongqing ‘land ticket transactions',Tianjin ‘homestead replacement',Jiaxing ‘liang fen liang huan' etc.Space transformation belongs to social transformation,only when the new rural community construction is rooted in the local social and economic scene,can we give a comprehensive and profound understanding of the types and operation mechanism.In view of this,this paper selects 2 typical towns in Southern Jiangsu and Northern Jiangsu Province—Liuhe Town and Shiji Town as practical cases,based on rural investigation,analyzed the differences of new rural centralized community construction from three dimensions of ‘population',‘land' and ‘capital'.Firstly,this paper constructed a comparative framework of the new rural centralized community construction operation mechanism based on the three elements of ‘raising population scale',‘land transfer mode',‘fund raising mode' from three dimensions of ‘population',‘land' and ‘capital'.Secondly,analyzed the differences of new rural centralized community construction from ‘raising population scale',‘land transfer mode',‘fund raising mode' then sums up the differences.Research conclusion: 1)Different evolution process and forms,and the subjects who promote the population;2)Different leader in land transfer,the scope of circulation,and the distribution of income;3)There is a big difference between the financing main body,the collective role and the proportion of farmers investment.Finally,this paper sums up the common problems in the construction of new rural centralized communities and tries to give some improvement strategies based on the comparison of the operating mechanism of the new rural community construction in Southern Jiangsu and Northern Jiangsu Province.
