Study On Urbanization Of The Rural Areas Near The City In Southern Jiangsu Province From1999to2008

From1999to2008, southern Jiangsu suburbs urbanized quickly and achieved great accomplishments. Meanwhile,they were also faced with a lot of problems,such as economic problems,social problems and and environmental problems.In the10-year urbanization of the southern part of Jiangsu province, the following three opportunities are witnessed. First, the center of the city needs to be expanded. Second, the countrymen have strong incentive to be city people. Third, an integrated resource and an intensive development are both demanded. Under this circumstance, the urbanization process is greatly pushed forward and obtains big achievements, which include a quick urbanization of the rural population, a fast expansion of the development zones and a full upgrade of the competitiveness. Meanwhile the following three characteristics are shown. They are:1) the urbanization is driven by the industrialization of the township enterprises and private enterprises;2) the expansion of the city is supported by the development zone;3) A people-first principle is persisted in the urbanization process. However the10-year urbanization process also brings big environmental problems such as the increasingly weaker ecosystem, the huge consumption of the energy and resource, and the serious contamination to environment. The issue happening in June2007that Tai Lake was badly contaminated rings an alarm on the scientific movement of the urbanization.As a typical district, during its10-year urbanization process, Lihu focuses on not only the economy restructure and social industry development but also ecological conservation and environmental protection, which lead to a scientific development of the urbanization. Since1998, through a strategic arrangement, Lihu has accomplished3steps (county-town-street), which transforms from a rural area to a city. During this process, Lihu Street obtains three achievements. They are:1) a good economic transform which fits the ’urbanization development;2) a fine social security to the countrymen whose land is confiscated due to the demolition project;3) a full ecological and environmental protection which assures a best living environment. The urbanization of Lihu Street sets an example to the other areas of the southern part of Jiangsu province, because it provides a mode suitable to local conditions. Roughly this mode covers the following three points during its urbanization:1) focusing on the restructure of industries;2) focusing on the upgrade of people’s living standard;3) focusing on ecological protection and environmental construction.Regarding the theoretical and practical value implied in Lihu mode, this essay summarizes three points that we have to persist in. They are industry upgrade, people-first principle and ecological development. To be specific, first, during its urbanization, the economic competitiveness should be improved through the restructure of industries, which will provide a firm material basis. Second, focusing on the people-first principle, a theory for harmonious urbanization should be borne in mind, which will guarantee local’s rights on economy politics and culture. Third, through ecological development, scientific programming and overall coordination, a sustainable development will finally be obtained during its urbanization.
